    Can this be used for meetings where different voters have a different number of votes? Like a union where the number of votes for each delegate is based on the members in each chapter.

      Yes, you can upload a meeting roster with the number of votes allocated to each member. Then a specific security code is issued to each members and that code identifies, in the system, the number of votes they have. This is be used for ballot votes as well as roll call votes.
